Why use a black screen?
The TimerPlan black screen makes everything on the glass visible at once — dust, fingerprints, smears and the reflection of the room — which is why it belongs at the end of cleaning a display rather than at the start. Against a bright picture all of those disappear, so a screen that looks clean while you are working is usually not.
It has a second use that has nothing to do with cleaning. A black panel is the quietest way to leave a screen switched on: a second monitor that need not be dark but must not light the room, a laptop playing audio in the corner, a tablet in a bedroom.
On an OLED display the pixels showing black are genuinely off, so a black panel there is both darker and cheaper to run than one on an LCD, where the backlight is still on behind it.
What a black field shows that a bright one does not:

Cleaning goes in that order: dry cloth for dust, barely damp cloth for the rest, and the black panel between each pass to see what is left.
The white screen is the opposite tool and the other half of the job, useful as a light source for a video call or as a lightbox. For a keying backdrop, use the green screen. If the screen should show something quiet rather than nothing at all, the full screen clock sits well on a dark display, and the sleep timer ends by fading a screen to exactly this.

How should I actually clean a screen?
Switch it off or show black, so you can see what you are doing. Use a dry microfibre cloth first, and for anything that stays, a cloth barely damp with water or a screen-specific fluid — sprayed onto the cloth, never onto the screen, because liquid running to the edge gets behind the panel. Alcohol and household glass cleaners strip anti-reflective coatings on many laptop screens, which is permanent.
Is a black screen better for my eyes?
In a dark room, yes, and that is the whole of the claim worth making. Reading light text on black in a bright room is harder rather than easier, because the pupil stays open for the dark background and the bright letters smear. As a screen showing nothing, black is simply the least light a display can emit, which at night is what matters.
Does black actually save power?
On OLED and AMOLED screens, meaningfully — those pixels are switched off, so a black panel draws close to nothing for the display itself. On an LCD, hardly at all: the backlight is on behind every pixel regardless of what they show, and the small difference comes from the liquid crystal alignment rather than from the light. Most laptops and monitors are LCD.
Can I use this to check for dead pixels?
Black will show a pixel stuck bright, but a proper check needs each primary colour in turn and a careful look at each — that is a hardware diagnostic and it belongs to a testing tool rather than to a lighting page. What black is genuinely the best surface for is dirt, backlight bleed at the edges of an LCD, and reflections you had stopped noticing.
